Understanding the framework
Qualifying projects may combine housing development with a subdivision of up to 10 lots and up to 10 housing units through a ministerial review process. Campbell has adopted local rules implementing this framework.
SB 9 is a separate pathway for qualifying single-family parcels. It should not be treated as interchangeable with the Starter Home framework.
