Current design review
CURRENT DESIGN REVIEW
The following summarizes the principal deficiencies and unresolved items identified by Campbell in its July 3, 2026 second incompleteness review of Planning permit PLN-2026-39. These are City review comments on the current six-unit proposal; they are not an approval of the project.
- Front setback: the plans show an 8-foot front setback where 15 feet is required; staff said the submitted justification did not yet establish why the requested exception was necessary.
- Electrical equipment: the proposed electrical cabinet is located between the front façade and the street; staff identified relocation or flush-mounting as a possible compliant approach.
- Transformer screening: above-ground transformers must be screened from public view; staff indicated the applicant’s justification may support an exception, but the exception had not been granted.
- Protected tree removal: the applicant proposes removal of a protected coast live oak. Staff said retention did not appear to prevent the six-unit project, while noting that a separate dangerous-tree finding could potentially support removal.
- Fence / driveway sight clearance: the new driveway creates a vision-triangle issue involving an existing fence and requires correction or a supported exception.
- New utility pole: the proposed additional pole conflicts with Campbell standards and would require a variance or adequately supported exception.
- Subdivision access, parking and utility easements: the plans did not yet fully establish permanent reciprocal access, parking and utility rights for all six lots.
- Shared maintenance: the submittal did not yet clearly establish the recorded mechanism for maintaining shared accessways, utilities, stormwater facilities and other common improvements.
Application-completeness items
- The City required payment of the review fee associated with the requested zoning exceptions.
- Air-conditioning units shown across proposed property lines require reciprocal easements or relocation entirely onto the lot they serve.
Applicant responses already submitted
The applicant has submitted written justifications for the reduced front setback, transformer screening, protected-tree removal and proposed utility pole, along with an arborist report and a utility-undergrounding analysis. Campbell’s July review accepted or narrowed some earlier comments but left the items above unresolved.
Earlier preliminary application
Planning permit PLN-2025-134 is an SB 330 preliminary-application record for 1995 White Oaks Road. MGO displays that record as Project Closed. Planning permit PLN-2026-39 states that it was submitted under that preliminary application and describes the preliminary filing as relevant to vesting of ordinances, policies, standards and certain fees.
Date issue being verified
MGO displays a create date of October 1, 2025 for Planning permit PLN-2025-134, while the description for Planning permit PLN-2026-39 states “Preliminary App. Date: 3/31/2025.” These dates are recorded here as displayed; the reason for the difference has not yet been established.

Method note: This page distinguishes what Campbell/MGO records state from analysis. It does not assume that the preliminary application vested any particular standard beyond what the official record establishes.
Why demolition sequencing matters
The September 2026 revised six-home plans were submitted for City review while the existing residence stood. This contrasts with the demolished Holmes properties, but the owner's motivations and final review outcome should not be inferred.
